There are three licencing schemes: PLR, NRS and HR. There is only one product licenced under the NRS (Nelson's Arnicare), but around 500 have PLRs and 700 are registered under the simplified scheme (HR).<br /><br />The consultation proposes that all PLRs be revoked.
